No. Carrier backend and shipping systems (including UPS) do not  support double-byte (Unicode, UTF 8) characters. Only Latin characters can be entered and submitted to carrier/shipping companies. In the event that foreign/double-byte (Unicode, UTF 8) characters are entered and accepted by your order source, manual correction will be necessary.  To indicate that manual correction is necessary, our system will convert any unsupported characters to '?'.

Of note, many order sources will allow foreign characters to be submitted. To resolve, return to the order source to retrieve the foreign character address and translate it to Latin characters.  Then, use Amplifier's edit order feature to update the corresponding address in my.amplifier.com accordingly.
